Texas Homeowners need HB 3803

TCAA in its late April 2013 newsletter stated:” It has not been demonstrated that embezzlement is a problem for POAs.” yet the link below lists just some of the fraud and embezzlement news stories.  Homeowners in Texas have great difficulty proving fraud and embezzlement because TCAA vigorously opposes Open Records and Open Meetings as per Government Code 551 and 552.  Access to meetings and records is made extremely difficult and convoluted in Texas.
The Texas Legislature should pass HB 3803 – even in its presently reduced size and then give Texas homeowners the protection of Government Codes 551 and 552 so homeowners can see and know the business of their HOAs.
