What started as a spat over a hypothetical trail became a bitter battle that might force out the majority of the Highlands Homes Association board members and change the way the association governs use of common spaces in the high-end subdivision.
Highlands Properties, the developer, plans to exercise its authority to appoint board members to the homeowners association, creating a majority vote. Association leaders and many residents worry the move might create more restrictions on common spaces in the subdivision because the situation stems from the board’s attempts to construct a trail in one of those areas.
